Introduction to Kerala Lotteries:-

Kerala lotteries are conducted very successfully in the state of Kerala for last 50 years. As directly conducted by the government they are very popular all over the state. In 1967 Kerala Government's financial ministry lead by the finance minister Shri P.K. Kunchu Sahib, who was in the ministry of E.M.S. Namboothiripad come forward with an idea to conduct lotteries to help some people with new job opportunities and find some non-tax revenue. Thus the state government formed a department under the finance ministry to conduct lotteries in the state. The Kerala state lottery department decided to run pre printed raffle lotteries to achieve this destination. The first lottery of Kerala was released on 1st November of 1967, which carried a first prize of Rs.50,000/- and the cost of the ticket was Rs.1/- the draw was conducted on 26th  January of 1968. As selling lotteries is not a laborious work many physically challenged and people suffering from illness were involved as sellers and agents. This gave them some sort of fixed income and financial safety to lead a secured life. As the lottery was promoted by the government people were very interested in it and nuymber of the draw increased year by year. The officials involved in the activities are increased, the number of the agents as well as the re sellers increased many times. The agents and the resellers were suppoted with good profits and welfare funds. The the department has organised a contrubutary pension scheme to the agents and re selleres which is contrubuted both by the agents and the resellers and the department. You can see a lottery shop or lottery seller almost in every street or road in Kerala. Kerala lotteries are so much popular all over the state. Lotteries are run by a body which is formed by the Government in Kerala.

About Kerala Lottery Department:-

The Kerala Lottery Department was formed in 1967. It started with a ticket which cost of Rs.1/- and offered a first prize of  Rs.50,000/-. The department has grown into gigantic organisation with hundreds of  employees and thousands of Kerala lottery agents. More than one lakh people make a living by selling lotteries as re sellers. The marvelous thing is that the department has got accounted all the people who are selling Kerala lotteries. Most of them being physically chalanged or ill health-ed people this support is a great boon to them. They can not do some heavy laboursome works. Now the department has offices in all 14 districts, which are known as District Lottery Offices officially lead by DLO (District Lottery Officer). Kerala lottery department has opened many sub-centers at taluk head quarters to help the agents to procure tickets easily.  There are  hundred of registered agents under each district offices. All the sellers are not taking tickets directly from lottery offices. Lot of them are buying tickets from registered agents in small quantities to resell. It is said that Kerala lottery department is handling a turn over more than 8000 crore rupees in a year. All the activities of the offices are controlled by The Directorate Of State Lotteries, which is located at Thiruvanathapuram. The Directorate is lead by the director, who will be an IA or IPS officer normally. he is assisted by an Additional Director and Joint Director. The deputy Directors supervises the sale of the lotteries and prize section. The third Deputy Director controls the printing of lotteries. Another post of Accounts Officer is there to control the activities of welfare of agents and sellers.there are welfare officers in every district lottery offices. Now Kerala Lottery department handles more than a lakh of re seller's, thousands of agent's welfare and well being of a huge group of people.

Why Kerala Lotteries Are So Popular ?

Kerala lotteries are very popular all over the state of Kerala. The first and the most important reason for this popularity is that it is run directly by the government itself. Kerala lottery department keeps the lottery printing, selling, drawing and prize sanctioning very transparently, reliable and credible. As an institution run by government the department comes under RTI act, which makes it more responsible. All the financial activities of the department are audited by the government audit department. Many other states in India appoint private agencies to conduct lotteries. The prize structure and the drawing methods will be planned by the private companies so to provide maximum profits to them, but as a department under state Government lottery department cannot go for profits only. The department designs prize structure of Kerala lotteries in such a way that it promotes the sale of lotteries at same time doesn't promote heavy gambling. All the top prizes are drawn if full coming under the assured portion of prizes that means these top prizes are given to sold tickets only. If the prizes of higher slabs are drawn to any tickets kept unsold with the lottery department, then the number is re drawn since the prize goes to a ticket which is sold out of the lottery office. Thus the deparment keeps the intrest and the privilage of the player in first preferance. Now the top prizes are given always out, any top prize will be won by any player, re-seller or agent with whom the ticket remains. There are many instances an agent or re seller winning a first prize to a ticket which remained with them unsold. This policy has been given a good impression to Kerala lotteries. People of Kerala involve in Kerala lotteries with out any inhebition as they know that if though they didn't win a prize they are contributing to state's development or other benevolent causes. Now prizes of all weekly lotteries are brought down to Rs.30/-. Prize pool share has been increased from 40% to 50%,  the department expects the sale of the lotteries may go up again. The contribution to the prize pool has been increased from 40% to 50%. This means a lot of prizes, though amount of the first prize has been reduced, the number of lower prize slabs has been increased considerably. Now Kerala lottery player may get prizes more often than earlier days and this will lead to more sale. Getting a prize frequently keeps the player happy and involving. Small prize winning amounts are normally spent for new purchases.

Genuineness of tickets:-

Kerala lotteries are printed and distributed in heavy surveillance. All the printing and distributing activities are directly under the departments control. Tickets are designed by a an experienced panel of artists under the super-vision of the Director. There are many security measures inserted in the designing and printing of the tickets. Tickets are always printed in the press which are controlled by  the Government. Now Kerala lotteries are printed at the Kerala State Center For Advanced printing and training (c-apt), Thiruvanathapuram, Kerala Books and Publications Society, Kakkanad, Kochi and the Government press, Mannanthala, Thiruvanthapuram. The department has taken all the possible measure for secure printing and distribution. So there is no case of fake or counterfeit lottery tickets are reported. Some cases are reported for trying to exchange fake or counterfeit tickets as winning tickets using high quality color photostat. In these cases they have tried to cheat agents using fake winning ticket copies after the draw. They try to exchange the tickets for Rs. 5,000/- prize, which can be awarded by the agent. Now department has added some extra security markings in the printing of the tickets which couldn't be copied through a photo state machine. Agents are also provided with some facilities to identify the genuine tickets. But there is no case reported that somebody is selling fake or counterfeit lottery tickets. Many of the agents are in the sale of Kerala lotteries for many decades and they will not take risk in their regular income for some extra profit. The department has advised all the buyers to check, whether there is the seal of the agent with his name / firms name and registration  number with Kerala Lottery Department. There will be phone number of the agent also in the rubber seal. So there is no need to worry whether you are provided with a fake or counterfeit ticket.

Philanthropic Activities:-

Profits from four of the Kerala weekly lotteries are kept aside to support some special benevolent  activities initiated by the Government. The most important in this category is Karunya lottery. As the name indicates the profits from this draw is dedicated to show "kindness" towards the poor people who are suffering from critical illness like Cancer, Hemophilia, Kidney Failure, heart Diseases and Liver Diseases. The fund also support the patients who are undergoing palliative care. A special scheme is started for this purpose as "Karunya Benevolent Fund". Application for this scheme can be obtained from district lottery offices. You can approach any lottery office and get proper application forms and apply for the benefits with treatment proofs. Funds are allotted to undergo treatments and after treatments. After some time another weekly lottery Karunya plus was also joined to this scheme. Another weekly lottery SthreeSakthi is dedicated to the improvisation of women, who are financially backward and unsupported. The aim of the mission is to help the single women and widows to improve their life by starting small scale business or some thing related to that. The weekly lottery Nirmal is dedicated to a mission with a combined aims of making the state clean from solid and liquid wastes and increase the vegetation in the state. To achieve these aims, schemes are started with names "Suchithwa Mission" and "Haritha Keralam". Thus like many lotteries run by the government bodies Kerala lotteries provide an excellent support to good social causes too......
